The meeting of the Board of Education was called to order at 6:30 by Mrs. Grey.
MOTION BY Mr. DiLallo seconded by Mrs. Wiggins, to move into Executive Session.
Unanimously approved, motion carried.
Discussion was held with Attorney Norma Meacham in attendance regarding two ongoing personnel matters. No action was taken at this time. (Others present during Executive Session were Ms. Wetmore, Dr. Dutkowsky, and Dr. Snyder.
MOTION BY Mr. Casey, seconded by Mr. Mincher, to return to Public Session at 7 p.m.

Mrs. Grey led those in attendance in the Pledge of Allegiance to the Flag.
Announcements
Emergency Exits - Mrs. Grey pointed out the emergency exits from the room.
Mrs. Grey announced that an Executive Session was held at 6:30 p.m. to discuss personnel matters. She also noted that a webcasting trial will be attempted this evening.

2. BOARD OF EDUCATION COMMENTS/REPORT
Mrs. Blaauboer commented upon the fine program for Middle School students provided by Rick Stoddard through the Cornell Cooperative Extension regarding tobacco free schools.
Mr. Mincher mentioned that history is being traced regarding the Carillon Bell Tower. A former Shen teacher who is familiar with the bells is living in North Carolina. Mr. Mincher contacted Shen Pen who has taken on the task of locating and calling this contact.
Mrs. Wiggins noted that the National Honor Society will be inducted on October 16 at 7 p.m. She is very proud of all of our students and celebrates their accomplishments. Also, the Muscular Dystrophy Association of Clifton Park and Halfmoon is holding a fundraiser and has asked her to participate in the “lockup.”
Mrs. Wiggins reminded everyone of the concert of the University of Notre Dame Glee Club to be held on Sunday, October 19, 2008, at 6:30 pm at the High School East auditorium. She noted that the Shen Glee Club was specifically asked to be part of this event. She also mentioned that Rebecca Carman, Academic Administrator for Health and Physical Education, was named the "2008 Amazing Person" by N.Y.S. Association for Health, Physical Education, Recreation and Dance.
Mr. Casey reported that in his capacity as the Board liaison to Arongen and the Trails Committee, he is aware of a Boy Scout named Drew Gibson who has attended several of the Trails Committee meetings. Drew has cleaned up the nature trail around Arongen and created a classroom at the end of the trail. He has also provided a brochure which describes the trail’s sections. This is Drew’s Eagle Scout project and he shows a great deal of thought and interest in the students at Arongen and Shatekon.
Mrs. Grey mentioned several items: the National Honor Society Induction, Tenure Recognition, the attendance this evening of Superintendent Atiba-Weza from Troy, next week is School Board Recognition Week, and she congratulated our athletic teams. She also requested that the Health and Wellness Policy be sent back to the Policy Committee for review. Recess should not be used as a disciplinary tool. We must ensure that recess is there for our students. It should be used as originally planned, not to catch up on work. Dr. Robinson noted that there is a Board Policy meeting planned on the 24th of October. This policy will be reviewed at that time and the results will be shared with everyone.
3. PUBLIC COMMENTS
a. Students
Russ Hayes and Lauren Kipp were present. Mr. Hayes reported that the first annual Senate Fan Fest will be held this Friday.

4. SUPERINTENDENT’S REPORT
Dr. Robinson announced that he does have gifts to give to the Board of Education for School Board Recognition Week. He expressed his appreciation to the Board members and their dedication and services to the students. He noted that the School Board is attending the School Board Convention this week.
Other items of interest are:
· There is a webcast trial planned for this evening
· The Safe Road to School Grant is waiting for State processing to begin
· What does the economic news mean mid-year? The District is making adjustments with whatever happens. The potential impact on next year’s budget will be explored. Changes for next year will be reviewed at the Principals’ meeting. We are starting our budget conversations earlier this year. AMD will also be factors into this process.
5. INFORMATION ITEMS
Mr. James Cusack and Mr. Jason Marra were present from Cusack & Co., CPA, LLC, to present the 2007-08 External Audit Report. In general, Mr. Cusack was very pleased with the results of the audit. Board members commented on the clearness of the report. Mr. Cusack clarified a few questions for Board members and Dr. Robinson reported that we are expecting a very positive audit from the Comptroller’s Office.
Mrs. Farley, Claims Auditor, reported that the District has shown a definite improvement in processing claims over the past year.
Mrs. Wiggins accepted the responsibility of voting for resolutions on behalf of the Shenendehowa Board of Education at the New York State School Board Association’s convention. Mrs. Wiggins asked for any comments on the resolution from Board members. Mr. Casey noted that considering Mrs. Wiggins’ time served and interest in the Board, plus serving as backup for Mr. DiLallo at NYSSBA, Board members trust her judgment to represent them.

At the request of the students’ parents, ID# 000030507 and ID# 000030506 were withheld from the recommendations placed on the Committee Recommendations for Board of Education Review with Details (October 14, 2008)
MOTION by Mr. DiLallo, seconded by Mrs. Wiggins, that the Board of Education approve the special education placements and services for the 2008-2009 school year based upon the recommendation of the District Committee on Special Education, the Committee on Special Education Subcommittee, and the Committee on Preschool Special Education with the withholding of ID #000030507 and ID# 000030506. 2) Contract with Capital District Regional Planning Commission
MOTION BY Mrs. Wiggins, seconded by Mr. DiLallo, that the Board of Education accept the letter of Agreement between the Capital District Regional Planning Commission and the Shenendehowa Central School District for the preparation of enrollment projections for the District for a period of three years including the 2008-09, 2009-10, and 2010-11 school years. 3) HSBC Collateral Agreement
MOTION BY Mrs. Wiggins, seconded by Mr. DiLallo, that the Board of Education approve the third-party custodian agreement with HSBC Bank. (A copy of this agreement is on file in the official minutes folder.)

4) Transportation Contract with Oswego County BOCES
MOTION BY Mrs. Wiggins, seconded by Mr. DiLallo, that the Board of Education approve the contract for the transportation of one student to the Rochester School for the Deaf by Oswego BOCES at an anticipated annual cost of $15,721. (A copy of the contract is on file in the official minutes folder.)

5) The Prevention Council Services Agreement – Social Work Services for Alt. Ed. Program
MOTION BY Mrs. Wiggins, seconded by Mr. DiLallo, that the Board of Education approved the contract between the Prevention Council (The Alcohol and Substance Abuse Prevention Council of Saratoga County) and the Shenendehowa Central School District at a yearly cost of $48,000.
